Hi,
I am Brazilian and I can tell you the answers for almost all your questions is yes.
Samba is spread all arround the country, but in some parts it is more popular than in others. You can find people who dance samba in any city here, and also in the South (even though there is less influence of the africans in our traditions in the South).
If you want to learn it you should attend to some classes of "Dança de salão" or visit any dance school here. If you want to see the best of the samba dance, from the proffessional dancers, you should visit a samba school in Rio (they normally do parties on the w-e for earning money for the carnival) or visit the "gafieras" in Rio (dancing clubs where the couples go to dance the brazilian rythms.
Enjoy your stay in Brasil and dont worry if you cannot dance samba as a Brazilian! Nobody mooves the *** as the latin-americans! :P

I do not speak English correctly cause I am Brazilian.
Is the samba a restricted folklore of the 2 Brazilian states São Paulo and Rio de Janeiro, in the other 21 Brazilian states the typical cultural manifestations that dominated, did you know that many North American that was escaped from the civil war in USA came for Brazil and did they found the AMERICANA that a great area is whose folklore is same to the USA? In the south that it was colonized by Germans the folklore is more Germanic, in the northeast that it was colonized by Dutchmen has a type of different music, did you know that the founders of the city of NY were Brazilian descending of Dutch?
Returned to the Samba have the calls GAFIEIRAS in Rio de Janeiro and the Schools of Samba, that are great associations dedicated exclusively to the Samba. Haul of several dance schools that teach mainly tourists as the samba is danced.

Yeah I did that when I was in Rio and I went to this school in Botafogo called the Carlinhos de Jesus school, you can sign up for group and individual classes there.
The other way is to visit the samba school rehearsals in the few months leading up to the Carnaval in Feb. You can just ask someone there to show you a couple of moves.
